If the readers to interpret it as pee, then it is their job to asign who is the pee in this context, the president or the resident
Or neither, and this piece is just a literal analysis of 2 words
But eitherway, i like how the vagueness and rules embeded in this piece would force the viewers into choice, and that choice may in itself be criticizing the choices made by either a president or residents of a country
